MASTER LEVEL REQUIREMENTS


    A. Member in good standing in the ICPC.
   
B. Render service as an active law enforcement chaplain in good standing for a minimum of ten (10) years (not necessarily consecutively).
   
C. Completion of twenty-five (25) Continuing Education Units (CEU) by any or a combination of the following:
Attendance and participation at Annual Training Seminars.
Attendance and participation at regional workshops.
Submission and verification of training in prescribed areas received through accredited law enforcement training schools, academies, or agencies, with the Certification Committee determining the number of CEU’s to be given for each class submitted.
Evidence of a significant contribution to the promotion of law enforcement chaplaincy may be submitted to be evaluated for CEU credit by the Certification Committee. Some examples might include a published article, participation as an ICPC instructor at Annual Training Seminar, regional local workshops, law enforcement training schools, or a significant scholarly undertaking such as a research project, paper, thesis, etc.
Attendance and participation in any training event relative to law enforcement chaplaincy endorsed by the ICPC Continuing Education Committee.

    D. Submission of Letters of Endorsement:
From the administrator of the law enforcement agency served by, or to be served by the chaplain;
From the governing body of the chaplain’s ecclesiastical affiliation.

    E. Submission and approval of an original paper on some area of law enforcement chaplaincy, the topic of which is assigned or approved by the Committee in advance. The format of the paper should lend itself to an oral presentation at an Annual Training Seminar, and such presentation may be required by the Committee.
Final approval of the paper will be given in accordance with the following stipulations:
The length of the paper is not to be less than 2,500 words, typewritten, thesis style, unless having received prior approval of the Committee.
Content is to be judged as adequately addressing the topic.
The paper should represent the best work of the candidate and be commensurate with the level of integrity of the Master level of certification.  While the paper need not be original research project, it should represent a valuable and significant contribution to law enforcement chaplaincy as a ministry. A copy will also be submitted to the ICPC Historian for inclusion in the ICPC archives and a copy will be submitted to the ICPC library.

    F. Procedures:
Application for candidacy is approved by the Chairperson of the Certification Committee.
The candidate is assigned a mentor (a member of the Certification Committee) for the duration of the certification process. The mentor shall provide counsel and guidance to assist the candidate throughout the certification process.
The candidate shall provide a final draft of his/her paper to the Chairperson of the Certification Committee by January 1st of the year in which certification is to be given. Copies of the paper will be given to three members of the Certification Committee for their reading, comments, and recommendations. The paper will be returned to the candidate for modification and submitted in the final format by May 1st.
The Chairperson of the Certification Committee will assign a member of the committee to serve as co-interviewer with the candidate’s mentor for an oral interview during the ATS. This interview will be the final step in the certification process.
