ICPC has two major purposes:

1) TO HELP LAW ENFORCEMENT CHAPLAINS BECOME MORE EFFECTIVE IN THEIR MINISTRY TO LAW ENFORCEMENT AGENCIES AND PERSONNEL

Information, advice, and training are given to our chaplain members through regional and annual training seminars, and through a Journal four times a year.
Our present membership provides pastoral care for more than an estimated one million law enforcement officers, their families, and the civilian employees of law enforcement agencies. A few chaplains are full-time staff members, but most are part-time or volunteers. All give time, talents, and resources to this highly specialized workplace ministry.
2) TO GIVE AID TO LAW ENFORCEMENT AGENCIES THAT WANT TO BEGIN A CHAPLAINCY PROGRAM
There are more than 18,000 law enforcement agencies in North America alone. It is estimated that fewer than 25 percent of them have the services of a chaplain available.
The ICPC provides "Starting A Law Enforcement Chaplaincy" packets and provides practical advice to departments wanting to initiate a chaplaincy program.
