Chaplain Phil Bacon
2002-2004

Phil began law enforcement chaplaincy in 1987 when he was appointed as a volunteer chaplain with Indianapolis Police Department.  He joined ICPC shortly thereafter and later became a life member of ICPC.  

In 1991, following the retirement of Senior Chaplain Wilbert Cunningham, Chief Paul Annee appointed him full-time Staff Chaplain with the Indianapolis Police Department.  He has served in law enforcement chaplaincy over 15 years with almost 11 of those years serving full time.

In addition to his work at IPD, He is a volunteer chaplain for the local offices of the ATF and FBI.  He is also chaplain for the Police League of Indiana.

In his training with ICPC he has obtained certification at the Master Level.

Chaplain Greg Isaacs
1994-2002

Chaplain Isaacs, was selected as the State Representative in 1988 and served in that capacity until Indiana formed a Region in 1994.  From that year until 2002, Greg served as the Regional Director.  Due to term limits agreed upon in the region, he was ineligible to succeed himself again in 2002.

Greg serves as a Chaplain for the Lawrence Police Department, Indianapolis Police Department and Senior Pastor of Lawrence Church of God for the past 25 years.
